What's the Point of This Inspection?

This is an inspection report on the rental property one of the prosecuted landlords remodeled for a fellow landlord.  The property got a score of 99.25.  There was NO INTERIOR VIOLATION.  However, the inspector found two exterior violations.  One was an unpainted part of the wood to cover the former doggy door! (photo at bottom.)   Does it affect tenants' safety and health???

The ordinance says if you get  a score of 85 or higher, you'll pass.  However, the city still makes you repair everything inspectors note.  So essentially you have to get 100!  The only difference is that the landlord doesn't have to pay a re-inspection fee as long as s/he scores 85.

That is just like Garland's original (pre-lawsuit) program.  Richardson's program is more deceptive.  It doesn't say upfront "you have to get 100."

The inspector also noted, 
"Recommended Improvement: accumulation of dirt on the side walk"!!!   (Seriously, I'm not making this up!)

Are you people for real? You guys are seriously complaining that the city is asking you to paint bare wood and not let mud accumulate on sidewalks?

If you own the house, you will have to take care of those and an owner ought to! It is as if you think rental properties should be allowed lower standards.

The point is how many owner-occupied homes have similar or much worse issues and aren't subject to government inspections. You're kidding yourself if you think that all owner-occupied homes are in great shape. 90% of distressed (mostly foreclosed) properties I bought over the last 6 years were owner-occupied.

I'm going to post some of the pictures of an owner-occupied home I recently considered buying in E. Richardson. The realtor thought it was a teardown! But the owner was living there until he passed away recently. It was structurally unsound.

As long as the same standards are applied to all properties, both rentals and owner-occupied homes, then we can all agree. Would you like us to advocate citywide government home inspections, including owner-occupied homes? I find it fair.

BTW, the wood covering the former doggy door was BRAND NEW, certainly in much better condition than the old distressed fences at many owner-occupied homes in Richardson.

You, like many of those associated with the city, want to blame rental properties for every problem with the housing stock in Richardson. It shows a complete lack of understanding of how and why neighborhoods deteriorate. In many cases, the only thing that saves a property is when an investor steps in and risk his/her own money.

Next time when you want to comment on our site, try to display some facts or logic rather than knee-jerk emotion.
